Sam was born February 3rd, 1938 in Mapleton, Utah to the late Clifford and Rebecca Mckell Fullmer. Sam attended Mapleton Elementary School, graduated Springville High School in 1956 and went on to attend Utah State University, in Logan, Utah. He served in the National Guard from 1954 to 1959.
